The Haleyville City Council met on Monday, June 20, 2022. The following topics were discussed and approved:

  • Retiree Bonus

WHEREAS, the City of Haleyville elects to come under the provisions of Section 2 of Act 229 of the Regular Session of the 2022 State Legislature.

WHEREAS, the City of Haleyville elects to agree to provide all funds necessary to the Employee’s Retirement System of Alabama to cover the cost of a one-time lump sum payment to all retirees and eligible beneficiaries of deceased retirees of the City of Haleyville with the aforementioned lump sum payment to be paid in October of 2022.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that the City of Haleyville shall pay to the Employee’s Retirement System of Alabama an estimated sum of $17,880.00 to fund a one-time lump-sum payment to all retirees and eligible beneficiaries of the deceased retirees of the City of Haleyville.

AUTHORIZING AND APPROVING APPLICATION
FOR LARGE CITY FUNDS THROUGH
THE STATE OF ALABAMA’S CDBG PROGRAM

WHEREAS, the City of Haleyville has completed its application for Large City Funds through the State of Alabama’s Community Development Block Grant Program, and

WHEREAS, the City of Haleyville concurs with objectives, needs, and program activities proposed therein, and

WHEREAS, priorities for proposed program activities adopted by the City of Haleyville were determined in accordance with State and Federal guidelines and determinations on eligibility of activities,

NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF HALEYVILLE:

That said application shall be designated as the official application for the City of Haleyville to be submitted to the Alabama Department of Economic and Community Affairs upon its completion.

That the Mayor is duly authorized to sign said application for and act on behalf of the City of Haleyville and is further authorized to execute all other documents required for application or disbursement of State of Alabama Community Development Block Grant funds for the City of Haleyville.

  • Matching Funds for CDBG Application

WHEREAS, the City of Haleyville is applying for Large City Funds from the State of Alabama for the purpose of providing paving and water improvements at the Newburg Road Apartments, Armory Drive Apartments, Jordan Street Apartments, and along 28th Street (from Dime Road to 11th Avenue), and

WHEREAS, the City of Haleyville has determined this to be its most essential need for the Large City CDBG funds, 

NOW, THEREFORE, BE IT RESOLVED, should the project be funded, the City of Haleyville hereby pledges a total of $243,440 of local matching funds for the project with $180,114.87 of matching funds provided by the City of Haleyville and $63,325.13 of matching funds provided by the Haleyville Water Works and Sewer Board.

  • Cassady Company as Engineer for CDBG Application

WHEREAS, the City of Haleyville ran a Public Notice in The Northwest Alabamian on June 1, 2022 requesting statements of qualifications for general engineering services to be provided on an as-needed basis; and 

WHEREAS, the City of Haleyville has followed local, state, and federal procurement guidelines and formed a list of pre-approved vendors to be called upon as needed for a period of three (3) years;

NOW, THEREFORE, BE IT RESOLVED that the City of Haleyville does hereby authorize The Cassady Company, Inc. to provide engineering services necessary for the preparation of documents required to apply for CDBG funds for infrastructure improvements, and 

FURTHER BE IT RESOLVED that the City of Haleyville authorizes its Mayor to enter into a contract with The Cassady Company, Inc. to provide full engineering services for the project for a fee established in the project application, pending award of CDBG funding.

  • Polling Officials for July 12 School Board Election

WHEREAS, a School Board election has been called to be held on the 12th day of July, 2022, and

WHEREAS, Section 11-46-27 of the Alabama Code of 1975, as amended, provides, in part, that the municipal governing body, not less than 15 days before the holding of any municipal election, appoint from the qualified electors of the municipality or voting districts, officers to hold the election as follows: where electronic ballot counters are used, at least one inspector and three clerks, and,

NOW THEREFORE, BE IT RESOLVED by the City Council of Haleyville, Alabama that the election officers for said election shall be as follows:

NOW THEREFORE, BE IT FURTHER RESOLVED, that Returning Officers will be compensated $175.00 and polling officials will be compensated $150.00 during each municipal or school board election and any run-off election, if necessary, and any special election held by the governing body of Haleyville.

NOW THEREFORE, BE IT FURTHER RESOLVED, that polling hours shall be open at 7:00 A.M. and remain open continuously until 7:00 P.M. as per Section 11-46-28, Code of Alabama, during all municipal or special elections.

I. Any ordinance or resolution heretofore adopted by the City Council of the City of Haleyville, Alabama, which is in conflict with the amount to be compensated or polling hours, is hereby repealed to the extent of such conflict.

II. If any part, section or subdivision of this resolution shall be held unconstitutional or invalid for any reason, such holding shall not be construed to invalidate or impair the reminder of this ordinance, which shall continue in full force and effect notwithstanding such holding.

  • Downtown Park Change Order

WHEREAS the City of Haleyville is currently working on The Heart of Haleyville Park project, 

WHEREAS the project scope has been modified and additional work items have been requested of the Contractor, Robinson & Sons Construction Services, Inc.  

WHEREAS the project scope modification and additional work items to be completed are described on the attached sheets. The additional work items total $16,846.00.  

NOW THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that Mayor Ken Sunseri is hereby authorized to execute Change Order No. 2 (attached hereto and made a part of this Resolution) for The Heart of Haleyville Park project.

  • Industrial Road (Botush) Engineering
    • Res #22-32       

WHEREAS the City of Haleyville was approved for Alabama Industrial Access Road and Bridge Corporation Grant funding through ALDOT for widening and resurfacing of Botush Industrial Park, and

WHEREAS the City of Haleyville is responsible for engineering costs, right-of-way costs, utility costs, and any construction project overruns exceeding the commitment amount of $224,100.00, which includes the cost of construction engineering and inspection services, and 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Haleyville, that Ken Sunseri, as Mayor, is authorized to negotiate and select engineering firms approved by the Alabama Department of Transportation for Construction Engineering and Inspection on this project.
