\u00a0\u00a0<\/span><\/em><\/h5>\n<ul class=\"ol1\">\n<li><em>Res #22-26<\/em><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p class=\"p1\" style=\"text-align: left;\"><strong>WHEREAS<\/strong>, the City of Haleyville elects to come under the provisions of Section 2 of Act 229 of the Regular Session of the 2022 State Legislature.<\/p>\n<p class=\"p3\" style=\"text-align: left;\"><strong>WHEREAS<\/strong>, the City of Haleyville elects to agree to provide all funds necessary to the Employee\u2019s Retirement System of Alabama to cover the cost of a one-time lump sum payment to all retirees and eligible beneficiaries of deceased retirees of the City of Haleyville with the aforementioned lump sum payment to be paid in October of 2022.<\/p>\n<p class=\"p3\" style=\"text-align: left;\"><strong>NOW, THEREFORE BE IT RESOLVED<\/strong> by the City Council of the City of Haleyville, that the City of Haleyville shall pay to the Employee\u2019s Retirement System of Alabama an estimated sum of $17,880.00 to fund a one-time lump-sum payment to all retirees and eligible beneficiaries of the deceased retirees of the City of Haleyville.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p4\" style=\"text-align: left;\"><b>Adopted and approved this the 20th day of June 2022.<\/b><\/p>\n<ul>\n<li>\n<h5><strong><em><span class=\"highlight\">Submitting New CDBG Application<\/span><\/em><\/strong><\/h5>\n<\/li>\n<li style=\"list-style-type: none;\">\n<ul class=\"ol1\">\n<li class=\"li1\"><em> <span class=\"Apple-converted-space\">Res #22-27<\/span><\/em><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p class=\"p1\" style=\"text-align: center;\"><strong>AUTHORIZING AND APPROVING APPLICATION<\/strong><br \/>\n<strong>FOR LARGE CITY FUNDS THROUGH<\/strong><br \/>\n<strong>THE STATE OF ALABAMA\u2019S CDBG PROGRAM<\/strong><\/p>\n<p style=\"text-align: left;\"><b>WHEREAS<\/b>, the City of Haleyville has completed its application for Large City Funds through the State of Alabama\u2019s Community Development Block Grant Program, and<\/p>\n<p style=\"text-align: left;\"><b>WHEREAS<\/b>, the City of Haleyville concurs with objectives, needs, and program activities proposed therein, and<\/p>\n<p style=\"text-align: left;\"><b>WHEREAS<\/b>, priorities for proposed program activities adopted by the City of Haleyville were determined in accordance with State and Federal guidelines and determinations on eligibility of activities,<\/p>\n<p style=\"text-align: left;\"><b>NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF HALEYVILLE:<\/b><\/p>\n<p style=\"text-align: left;\">That said application shall be designated as the official application for the City of Haleyville to be submitted to the Alabama Department of Economic and Community Affairs upon its completion.<\/p>\n<p style=\"text-align: left;\">That the Mayor is duly authorized to sign said application for and act on behalf of the City of Haleyville and is further authorized to execute all other documents required for application or disbursement of State of Alabama Community Development Block Grant funds for the City of Haleyville.<\/p>\n<p style=\"text-align: left;\"><b><i>Adopted and approved this the 20<\/i><\/b><span class=\"s1\"><b><i><sup>th<\/sup><\/i><\/b><\/span><b><i><span class=\"Apple-converted-space\">\u00a0 <\/span>day of June 2022.<\/i><\/b><\/p>\n<ul class=\"ol1\">\n<li class=\"li1\">\n<h5><em><strong><span class=\"highlight\">Matching Funds for CDBG Application<\/span><\/strong><\/em><\/h5>\n<ul class=\"ol1\">\n<li class=\"li1\"><em><span class=\"Apple-converted-space\">Res #22-28<\/span><\/em><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p class=\"p1\"><b>WHEREAS<\/b>, the City of Haleyville is applying for Large City Funds from the State of Alabama for the purpose of providing paving and water improvements at the Newburg Road Apartments, Armory Drive Apartments, Jordan Street Apartments, and along 28<span class=\"s1\"><sup>th<\/sup><\/span> Street (from Dime Road to 11<span class=\"s1\"><sup>th<\/sup><\/span> Avenue), and<\/p>\n<p class=\"p3\"><b>WHEREAS<\/b>, the City of Haleyville has determined this to be its most essential need for the Large City CDBG funds,<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p3\"><b>NOW, THEREFORE, BE IT RESOLVED<\/b>, should the project be funded, the City of Haleyville hereby pledges a total of $243,440 of local matching funds for the project with $180,114.87 of matching funds provided by the City of Haleyville and $63,325.13 of matching funds provided by the Haleyville Water Works and Sewer Board.<\/p>\n<p class=\"p4\"><b><i>Adopted and approved this the 20<\/i><\/b><span class=\"s1\"><b><i><sup>th<\/sup><\/i><\/b><\/span><b><i> day of June 2022.<\/i><\/b><\/p>\n<ul class=\"ol1\">\n<li class=\"li1\">\n<h5><em><span class=\"Apple-converted-space\"><span class=\"highlight\"><strong>Cassady Company as Engineer for CDBG Application<\/strong> <\/span> <\/span><\/em><\/h5>\n<ul class=\"ol1\">\n<li><em><span class=\"Apple-converted-space\">Res #22-29\u00a0 \u00a0\u00a0<\/span><\/em><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p class=\"p1\"><b>WHEREAS<\/b>, the City of Haleyville ran a Public Notice in <span class=\"s1\"><i>The Northwest Alabamian<\/i><\/span> on <span class=\"s1\">June 1, 2022<\/span> requesting statements of qualifications for general engineering services to be provided on an as-needed basis; and<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\"><b>WHEREAS<\/b>, the City of Haleyville has followed local, state, and federal procurement guidelines and formed a list of pre-approved vendors to be called upon as needed for a period of three (3) years;<\/p>\n<p class=\"p1\"><b>NOW, THEREFORE, BE IT RESOLVED<\/b> that the City of Haleyville does hereby authorize <span class=\"s1\">The Cassady Company, Inc.<\/span> to provide engineering services necessary for the preparation of documents required to apply for CDBG funds for <span class=\"s1\">infrastructure improvements<\/span>, and<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\"><b>FURTHER BE IT RESOLVED <\/b>that the City of Haleyville authorizes its Mayor to enter into a contract with <span class=\"s1\">The Cassady Company, Inc.<\/span> to provide full engineering services for the project for a fee established in the project application, pending award of CDBG funding.<\/p>\n<p class=\"p3\"><b><i>Adopted and approved this the 20<\/i><\/b><span class=\"s2\"><b><i><sup>th<\/sup><\/i><\/b><\/span><b><i> day of June 2022.<\/i><\/b><\/p>\n<ul class=\"ol1\">\n<li class=\"li4\">\n<h5><strong><em><span class=\"highlight\">Polling Officials for July 12 School Board Election<\/span><\/em><\/strong><\/h5>\n<ul class=\"ol1\">\n<li class=\"li4\"><em> <span class=\"Apple-converted-space\">Res #22-30\u00a0 \u00a0<\/span><\/em><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p class=\"p1\"><b>WHEREAS,<\/b> a School Board election has been called to be held on the 12th day of July, 2022, and<\/p>\n<p class=\"p1\"><b>WHEREAS, <\/b>Section 11-46-27 of the Alabama Code of 1975, as amended, provides, in part, that the municipal governing body, not less than 15 days before the holding of any municipal election, appoint from the qualified electors of the municipality or voting districts, officers to hold the election as follows: where electronic ballot counters are used, at least one inspector and three clerks, and,<\/p>\n<p class=\"p1\"><b>NOW THEREFORE, BE IT RESOLVED <\/b>by the City Council of Haleyville, compensated $175.00 and polling officials will be compensated $150.00 during each municipal or school board election and any run-off election, if necessary, and any special election held by the governing body of Haleyville.<\/p>\n<p class=\"p4\"><b> NOW THEREFORE, BE IT FURTHER RESOLVED, <\/b>that polling hours shall be open at 7:00 A.M. and remain open continuously until 7:00 P.M. as per Section 11-46-28, Code of Alabama, during all municipal or special elections.<\/p>\n<p class=\"p5\"><b>I. <\/b>Any ordinance or resolution heretofore adopted by the City Council of the City of Haleyville, Alabama, which is in conflict with the amount to be compensated or polling hours, is hereby repealed to the extent of such conflict.<\/p>\n<p class=\"p1\"><b>II.<\/b> If any part, section or subdivision of this resolution shall be held unconstitutional or invalid for any reason, such holding shall not be construed to invalidate or impair the reminder of this ordinance, which shall the Contractor, Robinson &amp; Sons Construction Services, Inc. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\"><b>WHEREAS<\/b> the project scope modification and additional work items to be completed are described on the attached sheets.
