The Haleyville City Council met Monday evening with all members present. The Council approved the October purchase orders and general operation bills for the amount of $370,923.67. 

After a short executive session, the council approved amending the city employee's personnel rules and regulations handbook. This amendment contained an increase of copays for 2016 and the difference will be divided equally between the City and the employee. See Resolution 2015-42 below.

Resolution 2014-43 was approved requesting assistance from the Haleyville Water Works and Sewer Board in the construction of the Haleyville Sports Complex. The assistance will be limited to labor, equipment, and materials necessary to construction three things. Sewer line, septic tank and field lines, a storm water collection system and an irrigation system The City will reimburse the Water and Sewer Board for all materials used on these projects. 

The discussion of purchasing a pickup for the HPD investigator was tabled. The council voted to approved spending $41,688.00 to replace diving boards and lifeguard platforms at the city pool. See proposal below. 

Mayor Sunseri announced the hiring of of Jordan Egres as a Park & Rec activities assistant. 

The next scheduled meeting of the Haleyville City Council will be Monday, December 7 at 5:30 at the Neighborhood Facilities Building.

 

 

Resolution #2015-42

AUTHORIZING AMENDING EMPLOYEE’S PERSONNEL

RULES & REGULATIONS HANDBOOK 

Due to the rising cost of health insurance, the Employees Local Government Health Insurance Board voted to increase premiums by 7.8%, increase generic prescription drug copays from $5 to $10, increase physician office visit copays from $35 to $40, change the payment plan for diabetic drugs, implement retiree healthcare exchange options for Medicare retirees, and implement Teladoc telehealth consultation services, effective 1/1/2016:

WHEREAS, the City of Haleyville will continue to provide employee/dependent health insurance under the following conditions:

VI. Employee Benefits, Section 2. Group Health Insurance is hereby amended to read as follows:

Single Employee Coverage: the City will continue to pay all health insurance premiums under the 2015 plan (employee currently pays $00/per month) but the 7.8% increase (additional $29/month) for the 2016 year will be divided equally between the City and the employee.

Family/Dependent Coverage: the City will continue to pay a portion of the health insurance premiums under the 2015 plan (employee currently pays $170.84/month) plus the 7.8% increase (additional $71/month) for the 2016 year to be added to the existing plan and will be divided equally between the City and the employee.

Department Heads: the City will continue to pay health insurance premiums under the 2015 plan (employee pays $00/pay period) including the 7.8% increase for the 2016 year.

Retirees: the City will continue to pay health insurance premiums under the 2015 plan (retiree pays $00/pay period) including the 7.8% increase for the 2016 year.

This amendment and the change in premium contributions by the employees shall become effective for the Covered Year 2016 with employee payroll deductions beginning with the first pay period in December 2015.

RESOLUTION #2015-43

WHEREAS, the City of Haleyville is currently working on the Haleyville Sports Complex, AND

WHEREAS, the City of Haleyville requests assistance from the Haleyville Water Works and Sewer Board in the construction of the Haleyville Sports Complex.  This assistance will be limited to labor, equipment, and materials necessary to construct the following:

  •      Sewer Line, Septic Tank, and Field Lines

Install 6-inch PVC sewer line from Concessions Building, septic tank, and field lines.   A Contractor may need to be hired to install the septic tank and construct the field lines.

  •      Storm Water Collection System

Install approximately 1,310 linear feet of 12-inch and 15-inch HDPE storm water pipe, approximately 500 linear feet of 18-inch and 24-inch storm water pipe, and approximately 24 storm water structures     

Irrigation System

Install approximately 2,500 linear feet of 3-inch PVC sprinkler supply line with fittings. 

WHEREAS, all work will be laid out by the Acting City Engineer, Calvin Cassady, P.E., and he will provide assistance.     

WHEREAS, the City of Haleyville requests that the Haleyville Water Works and Sewer Board purchase all required materials and invoice the City of Haleyville for material cost only.   

WHEREAS, the City of Haleyville will reimburse the Haleyville Water Works and Sewer Board within twenty-four (24) months of receipt of invoice.  

WHEREAS, the City of Haleyville requests that this work be completed by April 30, 2016.

NOW THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that Mayor Ken Sunseri is hereby authorized to request assistance, as described herein, from the Haleyville Water Works and Sewer Board.
